Frequently Asked Questions

What is the Health Information Exchange?

PHIX is a local nonprofit based in El Paso that streamlines the flow of your health information between health care providers. With PHIX, your health information is safely stored and available to your providers securely and electronically in one place.

How can PHIX help me?

In the past, health providers shared your health records by telephone and fax. It was time consuming, and not the most reliable. Through PHIX, your providers can locate your health records securely in a matter of minutes. This better flow of information between your doctors, hospitals, labs, and other providers gives us a more complete picture your health.

What information will be shared?

Each organization participating in PHIX determines what information will shared. This information may include:

  • Diagnoses and treatment plans
  • Allergies
  • Medications
  • Immunizations
  • Lab results
  • Radiology reports
  • Other clinical notes and reports

Special consideration is given to sensitive health information. PHIX makes every effort to ensure that your sensitive information is blocked from inappropriate viewing. If you have concerns about your sensitive information, ask your provider during your next visit.

Who can access my information?

Your health information will only be accessed on a need-to-know basis. Your providers will have access so they can provide better care. You can find a list of participating providers here.

Limited information may be used for community health and public health purposes to identify health trends and assess service needs. However, you will never be personally identified for community health purposes. The PHIX team will only have access to your information to provide technical and administrative support. PHIX will not sell your personal information for any reason.

Can I amend my health information?

All amendment requests must be reviewed and completed by your healthcare provider. PHIX does not participate in the decision on whether or not to amend a record

Is it secure?

Yes. PHIX is committed to protecting your information. We follow all federal and state guidelines, including HIPAA, to make sure that only authorized users have access to your data.

You have the right to request a copy of who has viewed your Community Health Record by contacting PHIX at info@phixnetwork.org.

Do I have to participate?

No. You can choose whether your information is shared in this system.

The decision not to participate is called “opting out.” If you opt out, your health information will not be available through a Community Health Record. Only your name, address, gender, date of birth, and opt out status will be viewable.

Your decision to opt out will not affect your ability to receive healthcare. It applies only to sharing your information through PHIX. It does not affect other authorized sharing of health information between your providers.

To opt out, click, download, print and complete the “Opt-Out” form (English) or Opt-Out-Spanish (Español). Return your completed form to a PHIX participating provider or to the PHIX office. You can also fax your completed form to PHIX at 844-833-6810.

Can I change my mind later?

Yes. You can opt out at any time. If you change your mind and want to participate, complete a “revocation of opt-out” form.  Click, download, print the Revocation of Opt-Out form). (English) or Opt-Out-Spanish (Español). Return your completed form to a PHIX participating provider or to the PHIX office. You can also fax your completed form to PHIX at 844-833-6810.
